Peter David was *the* TNG tie-in writer for me during the period in my teens when I was reading TNG tie-ins. I remember him being an interesting writer in his own right as well as capturing the characters quite well - I'm surprising to see you ding him for the latter, though it is of course very plausible that I missed a lot at the time. Vendetta was never on my radar - I think it came along too early for me - but books like Imzadi and Q Squared felt almost like additional canon. And whether or not Seven of Nine was ripped from Vendetta, the subplot about an embittered future Riker grieving for a dead Troi in the TNG finale certainly seems taken from Imzadi.

Never having Beverly and Pulaski in the same scene is a great missed opportunity for Trek. Even PICARD S3 left it on the table!
